Do I need an LCD?
Good question! Take a look at the picture beneath the glass. If everythig looks as it did before (minus the broken glass) then you won't need to replace the LCD. 
If the picture has lines, is flashing or has ink bleeds then the LCD will need to be replaced to repair this. 
 
My screen has no visible signs of damage but the touch isn't working, will this resolve that problem?
It will indeed. The digitizer is the part of the screen that controls the touch and sometimes after impact, or knocks over time this can be damaged without any visible damage.
